That the Presentation "Deeply Affordable and Supportive Housing Strategy be received; and further That County Council endorse the strategic priorities identified in the housing strategy in principle; and further That it is recommended to City of Kawartha Lakes Council that city staff be directed to bring forward detail cost/financial forecasts for Q2 2026 for further review and consideration.

That the items listed under the heading of Consent Agenda for September 24, 2025 be adopted as presented.

That staff report CSWB-05-2025 - Community Safety & Well-Being September 2025 Status Update be received.

THAT report PWS-17-25 – Public Works Workplan September update be received for information.

That Report Number PLN-18-2025 be received; and That staff be directed to proceed, in accordance with County By-law 2977, with the disposition of the subject lands.

That report # EDT – 13 – 2025 – Draft Investment Attraction Plan be approved and the Draft Investment Attraction Plan attached as Schedule ‘A’ be approved as presented. And that the County’s Economic Development Strategy be updated to include the Investment Attraction Plan.

That staff be directed to enter into a lease agreement pertaining to Unit 4; and To renew the existing lease agreement for Unit 6-130 Industrial Park Rd. with John Beachli Construction Enterprises Limited for a period of 2-years.

That the following by-laws listed under the heading Consideration of By-laws be enacted and passed:  Bylaw 4216 - being a By-law to Approve Draft Plan of Condominium 46-CE-23002; and  Bylaw 4217 - being a By-law to Approve Draft Plan of Subdivision 46T-230001 (LRC Campbell Ltd)

Liz Danielsen Be it resolved that By-law 4315, being a By-law to confirm the proceedings of the September 24, 2025 meeting of Haliburton County Council be considered to be read a first, second and third time and finally passed.

That the September 24, 2025 meeting of Haliburton County Council be adjourned at 11:50am.
