Be it resolved that the November 27, 2013 Haliburton County Council agenda be approved as amended.

Be it resolved that the minutes of the October 23, 2013 meeting of Haliburton County Council be adopted as circulated.

Be it resolved that the November 27, 2013 presentation from Leora Berman, Managing Director The Land Between on the Road and Wildlife Mitigation and Improvement Project, Paul Heaven and Sheila Ziman of the Haliburton Land Trust and the accompanying staff report dated November 27, 2013 be received by Haliburton County Council and that the County agree to participating in the project by granting a license of occupation agreement to The Land Between and waiving the applicable license fee.

Be it resolved that the recommendations from the November 13, 2013 meeting of the Haliburton County Council Road Committee be adopted by Haliburton County Council.

Be it resolved that the recommendations from the November 13, 2013 meeting of the Haliburton County Council Emergency Services Committee be adopted by Haliburton County Council.

Be it resolved that the recommendations from the November 13, 2013 meeting of the Haliburton County Council Tourism Committee be adopted by Haliburton County Council.

Be it resolved that the recommendations from the November 13, 2013 meeting of the Haliburton County Council Finance and Correspondence Committee be adopted by Haliburton County Council.

Be it resolved that the recommendations from the November 13, 2013 meeting of the Haliburton County Joint Accessibility Committee be adopted by Haliburton County Council.

Be it resolved that the recommendations from the November 8, 2013 meeting of the Haliburton County Council Planning Committee be adopted by Haliburton County Council.

Be it resolved that the Monthly Planning Departmental Report dated November 27, 2013 be received for information by Haliburton County Council.

Be it resolved that the November 27, 2013 staff report on the 2013 South Central Ontario Orthophotography Project agreement be received by Haliburton County Council and that the necessary authorizing bylaw be presented for approval.

Be it resolved that the November 27, 2013 staff report on the Source Protection Municipal Implementation Fund Grant from the Ministry of the Environment be received by Haliburton County Council and that the authorizing bylaw to participate in the Programme and access this funding be presented for approval.

Be it resolved that the November 27, 2013 staff report recommending William Davis and Andrea Roberts be re-appointed to the County of Haliburton Land Division Committee for the period of January 1, 2014 to December 31, 2014 or until a successor is appointed be received by Haliburton County Council and that the necessary bylaw be presented for approval.

Be it resolved that the November 27, 2013 staff report recommending the County of Haliburton enter into an agreement with MHBC Planning Limited for the provision of professional consulting services is received by Haliburton County Council and that the necessary authorizing bylaw is presented for approval.

Be it resolved that the November 27, 2013 staff report recommending the County of Haliburton enter into a digital data licensing agreement with MHBC Planning Limited to permit the release of GIS products be received by Haliburton County Council and that the necessary bylaw be presented for approval.

Be it resolved that the Haliburton County Rail Trail Corridor Status Report and the Year End Report dated November 27, 2013 be received for information by Haliburton County Council.

Be it resolved that the November 27, 2013 staff report on the request by Guiseppe and Jennifer Prosa for relief under Section 6 of County of Haliburton Bylaw 3196 for the purpose of clearing 5 acres of forest on Part of Lot 20, Concession 13 and Part 3 on RP19R-9232, Geographic Township of Minden now in the Township of Minden Hills for the creation of a horse pasture and residential area be received by Haliburton County Council and the request approved.

Be it resolved that the November 27, 2013 staff report on the request by Napier Simpson for relief under Section 6 of County of Haliburton Bylaw 3196 for the purpose of clearing 12 acres on Part of Lot 23, Concession 9 Geographic Township of Stanhope now in the Township of Algonquin Highlands for the re-establishment of pasture land be received by Haliburton County Council and the request approved.

Be it resolved that the November 27, 2013 staff report on the County owned property located at 12410 Highway 35 in Minden Ontario be received for information by Haliburton County Council.

Be it resolved that the November 27, 2013 staff report on the draft bylaw regulating signage on County Roads be received for information by Haliburton County Council.

Be it resolved that the November 27, 2013 staff report on the 2014 allocation of the Ontario Municipal Partnership Fund be received for information by Haliburton County Council.

Be it resolved that the November 27, 2013 staff report on the 2014 County of Haliburton Budget Parameters and Timelines be received by Haliburton County Council for information.

Be it resolved that the November 27, 2013 staff report on the draft County of Haliburton Asset Management Plan be received for information by Haliburton County Council and that the County of Haliburton Asset Management Plan be adopted.

Be it resolved that Haliburton County Council receive for information the following minutes and reports from External Boards and Agencies: The minutes of the June 20 and September 19, 2013 meetings of the Haliburton Kawartha Pine Ridge District Health Unit Board; The minutes of the September 10, 2013 meeting of the Point in Time Centre for Children, Youth and Parents Board; The minutes of the October 2, 2013 meeting of the Kawartha Lakes Haliburton Joint Social and Housing Services Committee; The draft minutes of the October 30, 2013 meeting of the Kawartha Lakes Haliburton Joint Social and Housing Services Committee; Page 9 of 13 The draft minutes of the November 13, 2013 meeting of the Haliburton County Library Board.

Be it resolved that the November 27, 2013 staff report on the County of Haliburton Land Division Committee's November 18, 2013 Meeting Decisions and the Severance Activity Report to October 31, 2013 be received for information by Haliburton County Council.

Be it resolved that Bylaw 3586 being a bylaw to authorize the execution of an agreement with Rogers Business Systems be considered read a first, second and third time and finally passed and the seal of the Corporation be affixed.

Be it resolved that Bylaw No. 3587 being a bylaw to authorize the execution of an agreement with Her Majesty the Queen in Right of Ontario as represented by the Minister of Natural Resources be considered read a Page 10 of 13 first, second and third time and finally passed and the seal of the Corporation be affixed.

Be it resolved that Bylaw 3588 being a bylaw to authorize the execution of an agreement with iCompass Technologies Inc.be considered read a first, second and third time and finally passed and the seal of the Corporation be affixed.
